Association Complaint Form

In accordance with section 55-530 of the Code of Virginia, associations registered with the Common Interest Community Board (CICB) must establish a written process for resolving association complaints from members and citizens.  An Association complaint shall concern a matter regarding the action, inaction, or decision by the governing board, managing agent, or association inconsistent with applicable laws and regulations.

This complaint process is only for members and citizens to submit complaints related to violations of common interest community law or regulations. Common interest community laws include the Property Owners’ Association Act, the Condominium Act, and the Virginia Real Estate Cooperative Act.

  • Acknowledgement of receipt by the board will occur within seven (7) days of receipt. Acknowledgment of mailed complaints will be hand delivered or mailed by registered or certified mail, return receipt requested, to the complainant at the address provided, or via e-mail if an address is provided.
     
  • The Board of Directors of Twinbrook Owners Association will attempt to resolve the complaint within (thirty) 30 days of receipt.
     
  • Notice of the date, time, and location that the matter will be considered shall be hand delivered or mailed by registered or certified mail, return receipt requested, to the complainant at the address provided or, if consistent with established association procedure, delivered by electronic means, no less than fourteen (14) in advance of the meeting.
     
  • Rendered decisions will be delivered to the complainant within fourteen (14) days of decision.

  • Appeals are not available. Rendered decisions are final. A complainant may file a notice of final adverse decision issued by the Board of Twinbrook Owners Association with the Office of the Common Interest Community Ombudsman in accordance with § 55-530 F of the Code of Virginia The notice shall: (i) be filed within thirty (30) days of the date of the final adverse decision, (ii) shall be in writing on forms provided by the Office of the Common Interest Community Ombudsman (Ombudsman) and, (iii) shall include copies of any supporting documents, correspondence and other materials related to the decision. The Ombudsman may be contacted at:
